Hand Freight

Description of the service

1. Objective

« Hand Freight » mode is carried out by a MSF OCB employee for products provided by MSF Supply. Nevertheless, this procedure must remain exceptional due to its specificity.

Due to its legal status, MSF Supply has the obligation to guaranty the follow-up and traceability of all items ordered and shipped. We remind you that it is strictly forbidden for MSF Supply to distribute any medicines and medical items in the European Union to any non-authorized structures (Headquarter is not an authorized structure).

In order to choose this transport mode in an appropriate way, it is necessary to remind the related conditions, implications and procedure

 

2. Scope

Under Request but are forbidden by Hand Freight :

  • Any item under customs (in transit zone, bonded goods)

  • Any patented item

  • Narcotics and psychotropics

  • Precursors

  • Any medicine, medical material and equipment shipped in the European Union, except for authorized structures.

 

Use of the service

The order must mention the name and surname of the person in charge of the pickup (by default the SCO name).

Logistical freight

  • The « Transmission » department receives an email mentioning the recipient name and announcing the hand freight delivery to OCB HQ by taxi.

  • In addition to the reception on MSF Supply extranet, the « Transmission » department countersigns the acknowledgement of receipt given by the taxi driver (for the goods + their set of documents) and sends back the original to MSF Supply.

  • The recipient picks up the goods and the set of documents in the « Transmission » department by signing the “Transmission” registry

Medical freight

  • The MSF employee travelling comes to MSF Supply with his/her passport and flight ticket

  • Beforehand, an email from the client must inform the pick-up date

  • Rule of “All or nothing” applies: all items from the order which are RTS must be picked up (the freight must leave in its entirety)

  • The MSF employee must sign a disclaimer which states that He/she is responsible for the hand freight and that the final destination for the medical items is out of the European Union

  • The expedition department makes a copy of the passport and flight ticket and archives them as well as the signed disclaimer of responsibility

  • The expedition department gives the transport documents, proceeds with the reception of the order on extranet and informs the mission about the pickup of the freight

 

Conditions and implications

Conditions

 

For MSF-OCB only

No medical freight can transit by the OCB headquarter.

  • Any medical hand freight necessarily must be picked up in its entirety at MSF Supply by the MSF employee travelling. When creating the order, the client is responsible for taking the total weight (10 Kg max) and volume into account in order to guaranty a unique pick up. Otherwise, the packing(s) will be available for free for other OCB missions (donation) and goods will be charged to the client, or else, transport mode can be modified on demand.

  • The MSF employee coming to MSF Supply to pick up the freight will have to produce his/her flight ticket, passport and sign a disclaimer of responsibility. Also, if needed or he/she wishes, he/she will have to plan a bag to carry the freight (possibility of unpacking and repacking). Nevertheless, a MSF bag (PPACBAGSMH- TRAVEL BAG MSF, ±40l, for plane cabin) can be added to the order.

 

Implications

  • Items with VAT included (21%)

  • Hand Freight administrative charges up to 90 euros

  • Additional cost relevance versus hand freight’s total value

  • The carrier (MSF staff) is willing, volunteer and fully responsible for the freight

  • Claims for missing, damaged products and cold chain breakdown will be rejected

  • Strict compliance with the IATA regulation (International Air Transport Association) : transport of dangerous goods (DGR) when flying with a commercial airline

  • MSF Supply cannot be responsible for any problem related to the content, the transport or the importation process in the country of destination
