Description of the service

1. Objective

The purpose of this service sheet is to describe the service related to the supply of narcotics and psychotropic drugs as well as the conditions to be respected so that MSF-Supply can provide these products.
MSF-Supply holds an export authorisation for narcotics and psychotropic drugs. Therefore, MSF-Supply can supply these types of products to its humanitarian partner in strict compliance with the legal framework.

2. Scope

Narcotics and psychotropic drugs stored at MSF-Supply.

Excluded services :

  • Non stocked items at MSF-Supply

  • Hand Freight

  • Use of an incomplete or erroneous import licence

 

Use of the service

Narcotics and psychotropic drugs must be ordered separately by the partner. No order will be processed if the order is not accompanied by the import licence of the requesting country. Without an import licence, MSF-Supply will not be able to obtain an export licence. in that case, MSF-Supply reserves the right to reject the order.
Note: These export licences or authorisations can only be used for one shipment. It is not possible to make several shipments on different dates with the same licence. It is possible to deliver smaller quantities than on a licence but never a larger quantity. The delivery address on the licences must be correct and correspond to the order addresses. The MSF-Supply address must also appear correctly on the import authorisations.

 

Conditions

As a general rule, partners must provide MSF-Supply with an import authorisation for narcotics or psychotropic drugs at the time of the order.

Emergency supply of narcotics and psychotropic drugs without a land import licence.

In case of extreme urgency and if the authorities of the country of destination of the shipment are not available, the emergency procedure of the World Health Organization (WHO) (described in ANNEX VII of the Royal Decree of 06/09/2017) can be applied with the agreement of the MSF-Supply Responsible Pharmacist.
