What is the difference between regular, priority and urgent orders?

Priority orders

Definition

The level of priority “priority” (or high, expedited priority) is for a situation in a project where a delivery date earlier than agreed is required to avoid the risk of severe implication on operations.

Responsibility

The mission/partner via the cell/desk is responsible to declare a priority order. The cell has the responsibility to validate this “priority” status in the validation process in the Portal. 

Handling in MSF Supply

Once an order has been given the priority status, it is monitored by the Operation & Freight Coordinators at MSF Supply. 

A priority order receives a priority number (5 figures followed by the letter P => 19053P) that induce a specific follow up all along the order treatment.

Communication related to priority orders will be assured by the Ops and Freight desks with the missions concerned. 

 

Urgent orders

Definition

The level of priority “urgent” (or emergency) is used for first orders launched in case of a global emergency outbreak based on unpredictability horizon.

Responsibility

The Emergency declaration (mentioned on the Portal order header) is the sole responsibility of the Emergency Pool or the Cell/desk. That means that if the field assign the priority “urgent” in the Portal, that shall be later confirmed or changed by the Cell/desk.

Handling in MSF Supply

Once an order has been declared urgent, it is managed by the emergency coordinator at MSF Supply.

Emergency order is treated before all other orders. It receives an emergency number (5 figures followed by the letter U => 19056U). Emergency stock which is kept and managed by MSF Supply should be used in priority. The Emergency Pool must validate by a written note the use of their emergency stock if the Cell/desk is managing the emergency.

Communication relating to emergency orders is centralized by the Emergency Pool or the Cell. The focal point for the mission is its Cell/desk or the Emergency Pool. In case of impact on other missions, the OCB Director of Operations will give operational emergency priority in collaboration with the medical operational Coordinators and the Log Front Office coordinator. 

 

Technical requests are not considered as priority / urgent orders.

All orders that are not either urgent nor priority are managed as regular orders.
